Description

Key responsibilities

  • Lead the Council’s apprenticeships programmes and will oversee the design, implementation and management of a new work experience programme and internship programme.
  • Working towards both statutory and corporate targets and priorities the early careers and talent programmes help residents to find good jobs and access rewarding career opportunities and develop a talent pipeline within the council’s existing workforce.
  • Develop and offer a consultancy approach, forming strategic partnerships with departments to understand their services, scope and define their skills needs and develop targeted learning opportunities.
  • Act as a trusted advisor on apprenticeship and skills development across the council, supporting managers and key stakeholders to develop talent pipelines to deliver the best services possible. You lead the development and implementation of work experience, tlevels, internships and apprenticeship development interventions for the council’s internal offer, gaining the trust and support of managers and key stakeholders.
  • You will work closely with various education providers, managing contracted relationships.
  • You work closely with Human Resources colleagues to streamline and digitise the processes in your area, whilst supporting service delivery and good communications.
  • You ensure there is accurate and timely data provided to improve our delivery.
  • Liaising internally with colleagues and employee representatives and externally with other councils, professional bodies and other public, private and voluntary sector organisations,
  • you develop services that are intelligence led and use best practice and innovation.
  • You work with Human Resources colleagues on establishing early careers development policies, working closely and effectively with Trades Union colleagues and ensuring your
  • colleagues are guided and trained on any new policy to enable them to resolve queries.
  • Manage 4 direct reports, consisting of an Early Careers Manager, two Apprenticeships Development Advisers and a Programme Support Officer; supervising the delivery of  diverse tasks across the programmes, motivating and developing colleagues to ensure the provision of a pro-active, fast paced and professional service that adds value and is cost
  • effective.
  • Assess and interpret complex data to gain insights about the organisations training needs and use these insights to influence and create programme opportunities.
  • Share your insight and work with managers and colleagues across HR Services to actively influence development of organisational plans and priorities.
  • Network with specialist colleagues and communities of practice to understand current trends, thinking and innovations in HR and specialist areas.
  • Ensure diversity and inclusion considerations are embedded in the development of early careers and talent programmes.
  • Support the timely and efficient delivery and evaluation of planned “one-off” and ongoing people programmes and projects. Provide clear reports on progress and future plans, present recommendations and influence change.
  • Lead with creativity and innovation in developing early careers and talent programmes, responding to internal and external challenge through the development of solutions and new defined policies.
  • Establish, monitor and evaluate the organisation’s apprenticeship offer to ensure that government statutory targets and Council targets are achieved on profile, fee / funding income, quality, costs and contribution.
  • Work closely with customers and clients to maintain processes and procedures for learner interviews, admissions and the enrolment process relating to the provision in this area.
  • Manage the commissioning of provision from apprenticeship training providers, includingthe negotiation of appropriate agreements.
  • Workwith Strategic HR Business Partners and the Strategic Recruitment Lead to create talent and succession strategies to meet current and future organisational requirements.
  • Develop, embed and sustain a vibrant communications campaign and robust support system (e.g., apprentices’ forum, apprenticeships newsletter, apprenticeships alumni) to strengthen the apprenticeships programme.
  • Ensure that the apprenticeships programme is seen to be ‘best in class’ and establishes the Council as one of the leading London boroughs in this field.
  • Manage the Apprenticeship Levy account, income of approx. £1m per annum to fund apprenticeship training. Create a service budget from apprenticeship incentive payments and utilise funds to provide development opportunities for apprentices.
  • Gain deeper insight into customers’ needs and challenges by questioning and exploring concerns and reviewing data in reports. Analyse the effects of legislative changes on
  • services and implement changes to ensure compliance.

  • Ensure that the performance and development framework is effective for all staff.
  • To lead on and ensure the effective implementation of corporate initiatives and transformation programmes that cut across the whole or part of the council’s activities.

  • Ensure effective Financial Management, cost controls and income maximisation in an ever changing environment, fluctuating demands and priorities.
  • Ensure resources are well managed and effectively deployed to the best possible effects assuring value for money in all activities.

  • Ensure legal, regulatory and policy compliance under GDPR, Health and Safety and in area of your specialism identifying opportunities and risks and escalating where appropriate.

Qualifications

  • Reelvant CIPD qualification or equivalent knowledge, skills and experience.
  • Application Evidence of continued professional development.

 

Experience

  • Experience of leading apprenticeships
  • programmes and designing, implementing and
  • managing early careers programmes.
  • Proven track record of delivering statutory and corporate targets and priorities for early careers and talent programmes and developing a talent pipeline within the workforce.
  • Experience of providing advice on apprenticeship and skills development within a local government sector, supporting managers and key stakeholders to develop talent to deliver the best services possible.
  • Application/Interview Managing a significant apprenticeship Levy account to fund apprenticeship training.

   

Skills

  • Knowledge of the how apprenticeships work, apprenticeship training provision, basic employment law in relation to apprenticeships and experience of applying this knowledge to meet individual and business needs.
  • Effective written and oral communication skills including report writing and presentation skills with proven ability to work with and gain the confidence of and influence people at all levels.
  • Numerate with the ability to understand, manipulate, analyse and interpretation HR data.
  • Customer focused and driven by the achievement of high standards and achievements through service/business delivery.
  • Ability to collaborate across teams to streamline process and champion a digital approach to delivery.
  • Ability to ensure diversity and inclusion considerations are embedded into the development, delivery and evaluation of programmes
