Description
Location - Approved regions within New York State; utilizing Regional Economic Development Council regions, all regions are approved except Mid-Hudson, New York City, and Long Island.
Travel is required. The selected contractor must have a car and the ability to travel to municipal meetings, conferences, and other events as needed. This selected contractor will work with the Siting Team and its other resource(s) to ensure reasonableness of travel volume and distances, based on staff availability and locations.

Skills
- Strong work ethic, and ability to work both collaboratively and independently
- Strong organizational and planning skills, with the ability to handle numerous projects/municipal engagements concurrently
- Strong communication, education, and outreach skills, including the ability to navigate contentious or controversial topics and engage effectively with local governments
- Ability to build and maintain productive working relationships with local governments and other stakeholders
- Working knowledge of one or more of the following technology areas: solar, wind, or energy storage
- Working knowledge or some familiarity with the role of local governments in the clean energy development process (e.g. understanding of zoning/local laws, SEQR, local and state permitting pathways, etc.)
Specialized skills
- Demonstrated experience in a public-facing role related to planning/zoning, sustainability, clean energy, or related fields (e.g. previous roles could include environmental or energy consulting, environmental non-profit, regional planning organization, or working for a developer or other industry stakeholder in a public-facing capacity)
- Ability to draft written correspondence, memos, and guidance documents for local governments and stakeholders
- Public speaking ability, and competency with giving presentations and leading virtual or in-person engagements with local governments and stakeholders
- Ability and willingness to travel; must have a car and be able to travel to town meetings and events as needed.
Minimum qualifications:
- BA in a relevant discipline, including but not limited to: environmental science or policy, regional or urban planning, environmental engineering, public policy, etc.
- 3+ years of experience in a public-facing role related to planning/zoning, sustainability, clean energy, or a related field
IT systems that will be used
- Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, and Teams)
- Virtual meeting platforms (Teams, Zoom, Webex)
- CRM platforms, including but not necessarily limited to Salesforce
- (Possibly) Geospatial mapping and data platforms (e.g. ESRI products, QGIS, etc.)
Tasks
- Local government and stakeholder engagement: In coordination with and/or at the request of the Siting Team, assist local governments and various stakeholders with questions or needs pertaining to clean energy planning and development, including written and verbal correspondence, virtual or in-person meetings and calls, presentations, and drafting memos/guidance documents
- Supporting resource/training development: As requested, support the Siting Team in developing public-facing tools, resources, and trainings on relevant topics
- Supporting engagement planning/execution: As requested, support the Siting Team in developing and executing public-facing clean energy engagement opportunities
- Provide objective technical support and assistance: Work to achieve mutually beneficial outcomes for clean energy project development, seeking to maximize community participation and education around clean energy, with a focus on project-agnostic support centered on technologies and broader educational/planning efforts
- (As needed) Collaborate on cross-team or cross-agency projects relevant to Clean Energy Siting Team work
- Other duties as assigned that contribute to the key outcomes of the Clean Energy Siting Team
